I made these cupcake toppers recently for guests at my “Happy Birthday” stamp a stack using the stamp set Celebrate Today and coordinating Balloon Framelits. The balloons are attached to toothpicks with a little bit of Crystal Effects on the back. They’re fun and easy to make!
